Reviewer order:

1. Verify `SHA256SUMS.txt`.
2. Review `legal_compliance_evidence_workbench.json` and `legal_compliance_evidence_workbench_check.json`.
3. Fill `legal/reviewer/engagement_letter_template.md` with the actual reviewer details.
4. Complete every `legal/review_areas/*.md` workpaper.
5. Finalize the documents under `legal/documents/` and update their hashes in the evidence JSON.
6. Replace the allocation placeholder with approved launch allocation verifier output.
7. Fill `legal/final_decision_template.md` and then complete the final evidence JSON.
8. Do not mark `legal_compliance_review_complete` complete until `--require-complete` passes.
